RAND Project AIR FORCE studied the post-9/11 shift in U.S. defense policy emphasis toward preemptive and preventive attack, asking under what conditions preemptive or preventive attack is worth considering as a response to perceived threats. It considered the role such first-strike strategies are likely to play in future U.S. national security policy. Finally, it identified implications these conclusions have for military planners and policymakers as they prepare to deal with national security threats in the next decade.

One of the single biggest investments in Germany is currently being made in Leuna, a chemical-manufacturing location in Saxony-Anhalt. Ireland’s Quinn Group is building a new factory for €260 million in order to produce special synthetic materials starting in 2009.

This is also the group’s first venture into the chemicalbusiness. The company decided it should be a German-Japanese-Irish cooperative effort, with the technology coming from East Asia, the experience for building and operating the new factory from Germany, and the company management and financial resources from Ireland. Quinn had been planning to move into the chemical business for a long time. To begin with, the group bought the license to a process for the production of methymethacrylate (MMA) from a Japanese company.

Teacher education has been subject to both scathing criticism and innumerable efforts designed to reform it or to save it from being dismantled. One of the latest and most well funded efforts aimed at teacher education reform is boldly titled Teachers for a New Era (TNE). Eleven colleges and universities of various types nationwide were selected to participate in TNE. The TNE initiative emphasizes evidence-based decisionmaking, close collaboration between education and arts and sciences faculty, and teaching as an academically taught clinical-practice profession.

The RAND Corporation and the Manpower Research Demonstration Corporation followed and evaluated the TNE initiative from October 2002 to September 2005, conducting on-site interviews with TNE grantees. The authors place TNE in the larger context of teacher education reform and critically examine the process by which reform will result in highly qualified teachers capable of producing improvements in student learning. They also examine TNE’s contributions to the grantee institutions’ teacher education programs and organizational culture and assess the sustainability of TNE beyond the life of the grant.

The cold war was nearly over by 1986, yet under the sea the deadly game of hide-and-seek played by Soviet and American submarines continued unabated. Hitler's Table Talk 1941-1944 records the private, off the record, informal conversations of a man who, more than anyone else, came close to destroying the western world. On Martin Bormann's instructions, the secret conversations at Hitler's headquarters from July 1941 to November 1944 were all recorded. This is the real companion volume to Hitler's Mein Kampf, whereby what had been a project suddenly was reality, almost to the disbelief of its author.

Here is a startling account of Hitler freely talking about his enemies, his friends, his ambitions, his failures, his secret dreams voicing his thoughts to his intimate associates as the sun set at the end of each day of the war. We see here a conversational Hitler letting down his guard to his trusted henchmen. Miraculously, Martin Bormann persuaded Hitler to let these talks be taken down by a team of specially picked shorthand writers. Hitler had intended, after his famous tyranny, to use these notes as source material for the books he planned to write about the glory of the Thousand-Year Reich.

Now they have come to us, indisputably authentic, a raw, fascinating, unretouched look at the inner recesses of the mind of Adolf Hitler. Der Fuhrer's mind was crude and narrow; he had little education and, as we see here, no humanity; but we can also see that he was (as he himself knew) a political genius, a terrible simplifier, a man who, with no equipment except his own will power, personality and ideas, attempted to bring mankind into a terrible darkness.

This latest work by Irving (Goring: A Biography, LJ 3/1/89) depends heavily on Goebbels's diaries and related papers. Unfortunately, the diaries are boring. Goebbels devoted much of his journal to describing his emotions (banal), love life (promiscuous), and marriage (dysfunctional).

At its best, this aspect of the book is keyhole history. Far more troubling is Irving's general approach to the history of the Third Reich. He takes pains to insist periodically upon his distaste for Goebbels's Nazi extremism, but to describe Hitler as "less radical on the Jewish question" in 1942 than was Goebbels is to deny reality. Paradigmatic as well is Irving's insistence that Goebbels's vicious attacks on Jews in the 1930s were in response to the "hysteria" generated by the foreign press, the Comintern, and such dangerous "Jewish" organizations as the World League Against Racism and Anti-Semitism.
