The report recommends actions for developing world-class European hydrogen technologies and fostering their commercial exploitation. The High Level Group comprised key stakeholders from industry, the research community and public authorities. New Rice for Africa

Climate change, drought, desertification, soaring food prices, hunger …Nowhere do these inter-twined threats to development menace more starkly than in Africa.

To mitigate the threats, UN Secretary General Ban Ki-moon called, at the annual meeting of the Commission for Sustainable Development in May, for a fresh generation of agricultural technologies to usher in a second green revolution, - “one which permits sustainable yield improvements with minimal environmental damage and contributes to sustainable development goals.”

Plant-breeding technologies – often combining traditional knowledge with cutting edge biotechnological techniques – are already making real impact in meeting the challenge. The Food and Agriculture Organization (FAO)’s Rice Market Monitor reports that rice production in Africa has risen consecutively for over seven years, and is forecast to rise further in 2008 to 23.2 million tonnes. A major factor in this growth has been the success of a new type of rice, known as the New Rice for Africa – or Nerica.

The new rice was the result of years of work by a team of plant breeders and molecular biologists led by Sierra Leonean scientist Monty Jones at the West Africa Rice Development Association (WARDA – now the Africa Rice Center). When Dr. Jones set up the biotechnology research program in 1991, some 240 million people in West Africa were dependant on rice as their primary source of food energy and protein, but the majority of Africa’s rice was imported, at an annual cost of US$1 billion. WARDA’s objective was to produce a rice variety which was better suited to the harsh conditions in African. [more...]

In order to maintain price stability, the Government has set the Bank’s Monetary Policy Committee (MPC) a target for the annual inflation rate of the Consumer Prices Index of 2%. Subject to that, the MPC is also required to support the Government’s objective of maintaining high and stable growth and employment.

The Inflation Report is produced quarterly by Bank staff under the guidance of the members of the Monetary Policy Committee. It serves two purposes. First, its preparation provides a comprehensive and forward-looking framework for discussion among MPC members as an aid to our decision making. Second, its publication allows us to share our thinking and explain the reasons for our decisions to those whom they affect.

Although not every member will agree with every assumption on which our projections are based, the fan charts represent the MPC’s best collective judgement about the most likely paths for inflation and output, and the uncertainties surrounding those central projections. Mortgage Loan Fraud: An Update of Trends based Upon an Analysis of Suspicious Activity Reports, April 2008

A review of SARs suggests that although reports of suspected mortgage loan fraud continue to grow, the filers appeared to be initiating more stringent practices to prevent it. Although reports of mortgage loan fraud increased, a higher percentage of filers over previous years indicated detection of potential fraud earlier in the loan process. Reports that were reviewed demonstrated due diligence measures strengthened, at least in part, by practicing a thorough verification of data received from third parties. Consequently, the reviewed SAR filings showed a pre-funding fraud detection rate of nearly 31%, an improvement of ten percentage points over the previous years.

Narrative details in the reviewed SARs identified mortgage brokers as the loan originators for the majority of the suspected fraudulent loans; 1,025 of 1,769 narratives (nearly 58%) disclosed that the loans were originated by mortgage brokers. Details from sampled narratives identified depository institution filers as loan originators in 179 SARs (10%). Of those SARs, the fraud was detected prior to loan financing on 60 SARs (nearly 34%). Since mortgage brokers are not required to file suspicious activity reports, the number of applications rejected by mortgage brokers for suspected mortgage fraud can not be estimated from SAR filings. The first half of 2007 consisted of steady worldwide growth, while the second half was marked by a sharp divergence between mature and emerging economies. Scholars and students of art, history, and literature have long identified the centuries between the decline of the Roman Empire and the Renaissance as The Middle Ages. These were times of extraordinary artistic accomplishment—in architecture, manuscript illumination, sculpture, tapestry, stained glass, arms and armor, and work in every medium. The Metropolitan Museum is fortunate indeed to house one of the world’s richest collections of medieval art. In fact, we have two collections: at the Main Building on Fifth Avenue, and at The Cloisters, our extraordinary specialized branch museum—much of it constructed from authentic medieval structures—situated high above the Hudson River in northern Manhattan. The Cloisters also enjoys the distinction of having medieval-style gardens harmoniously integrated into its fabric.

2007 Internet Crime Report

The 2007 Internet Crime Report is the seventh annual compilation of information on complaints received and referred by the Internet Crime Complaint Center (IC3) to law enforcement or regulatory agencies for appropriate investigative action. From January 1, 2007 to December 31, 2007, the IC3 website received 206,884 complaint submissions. This is a 0.3% decrease when compared to 2006 when 207,492 complaints were received. These filings were composed of fraudulent and non-fraudulent complaints primarily related to the Internet.

In 2007, IC3 processed more than 219,553 complaints that support Internet crime investigations by law enforcement and regulatory agencies nationwide. These complaints were composed of many different fraud types such as auction fraud, non-delivery, and credit/debit card fraud, as well as other illegal behavior, such as computer intrusions, spam/unsolicited e-mail, and child pornography. All of these complaints are accessible to federal, state, and local law enforcement to support active investigations, trend analysis, and public outreach and awareness efforts. [more...]

In Western democracies, systems of checks and balances built into government structures have formed the core of good governance and have helped empower citizens for more than two hundred years. The incentives that motivate public servants and policy makers— the rewards and sanctions linked to results that help shape public sector performance—are rooted in a country’s accountability frameworks. Sound public sector management and government spending help determine the course of economic development and social equity, especially for the poor and other disadvantaged groups, such as women and the elderly.

Many developing countries, however, continue to suffer from unsatisfactory and often dysfunctional governance systems that include rent seeking and malfeasance, inappropriate allocation of resources, inefficient revenue systems, and weak delivery of vital public services. Such poor governance leads to unwelcome outcomes for access to public services by the poor and other disadvantaged members of society, such as women, children, and minorities. In dealing with these concerns, the development assistance community in general and the World Bank in particular are continuously striving to learn lessons from practices around the world to achieve a better understanding of what works and what does not work in improving public sector governance, especially with respect to combating corruption and making services work for poor people.

An International Investment Regime? — Issues of Sustainability

Environmental activists are widely credited with (or condemned for) launching the opposition that finally led to the abandonment of negotiations for a Multilateral Agreement on Investment at the OECD in late 1998. It took more than environmental opposition to stop the MAI in its tracks, but since then it has been accepted wisdom that environmentalists are opposed to an
international investment agreement. This study takes a hard look at that assumption. Its first conclusion is that an international investment agreement should be a priority for those interested in the environment and sustainable development. The question then is, what kind of an investment agreement?

In publishing this study, the International Institute for Sustainable Development hopes to help relaunch the debate on an appropriate international investment regime. IISD is convinced that a great deal of useful work needs to be done in this area, much of which will benefit the environment and sustainable development.[more...]
